CITY OF GRANT, NEBRASKA
April 22, 2025
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 22, 2025 at 7:01 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 17, 2025, and to members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt et al.
The motion was made by Brueggeman and seconded by Bishop to accept the agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Bishop to approve the minutes of the April 8, 2025 meeting as presented and waive the reading and seconded by Petersen.

COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings and events: the tree board will be holding the Annual Park Clean Up on May 3rd beginning at 9:00 a.m., the Park and Rec Advisory Committee will meet May 5th at 6:30 p.m., the Arbor Day Activities with the 4th Grade will be held on May 6th at 10:30 a.m., the Cemetery Board will meet May 13th at 5:15 p.m. and the Annual Cemetery Clean Up will be held May 17th beginning at 9:00 a.m. The City Superintendent stated Shelco will be starting on crack sealing and patching potholes tomorrow, the City Offices will be closed for Arbor Day on April 25th, and no bids were received on the Hangar Rehabilitation project at the airport, so Jeff Wolfe, engineer with M.C. Shaff will work with the State and FAA to determine a plan to move forward on the project. Mayor Schmitt asked if the armor coating gravel had been delivered. City Clerk/Treasurer, Jessie Faber, stated the gravel will possibly not be delivered until July.

Council member, Brueggeman – none. Council member, Bishop – none. Council member, Petersen – gave an update on the library board meeting. Council member, Sims – gave an update on the Community Redevelopment Authority (CRA) board meeting.

Action and Discussion on Resolution No. 25-04-01, A Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Accepting Fair Parade Duties as set Forth in Neb. Rev. Stat. § 39-1359 – A motion was made by Brueggeman to approve Resolution No. 25-04-01, A Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Accepting Fair Parade Duties as set Forth in Neb. Rev. Stat. § 39-1359 and seconded by Sims.

Action and Discussion on Interlocal Agreement for Law Enforcement Services Between Perkins County and the City of Grant for the Fiscal Year 25-26 – Sheriff Miller presented the rate increase for the Fiscal Year 25-26 Law Enforcement Contract and answered any questions. A motion was made by Bishop to table the Interlocal Agreement for Law Enforcement Services between Perkins County and the City of Grant to the May 13, 2025 meeting and seconded by Petersen.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Action and Discussion on Acknowledgement of the City of Grant Community Redevelopment Authority Tax Increment Financing Annual Report – A motion was made by Petersen to Acknowledge the receipt of the City of Grant Community Redevelopment Authority Tax Increment Financing Annual Report and seconded by Sims.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Action and Discussion on Mayoral Appointment of the West Central Nebraska Development District (WCNDD) Representative - (Derek Brueggeman) and Alternate - (Kimberly Bishop) – A motion was made by Bishop to approve the Mayoral appointments of the West Central Nebraska Development District (WCNDD) Representative Derek Brueggeman and Alternate Kimberly Bishop and seconded by Petersen.
Roll call vote: Yeas – Bishop, Petersen, & Sims. Nays – none. Abstain – Brueggeman. Motion carried.
Action and Discussion on Resolution 25-04-02 Appointment of MEAN Board of Directors - Director (Derek Brueggeman) and Alternate Director (Samuel Sims) – A motion was made by Petersen approving Resolution 25-04-02 Appointment of MEAN Board of Directors appointing Derek Brueggeman as Director and Samuel Sims as Alternate Director and seconded by Sims.
