CITY OF GRANT, NEBRASKA

May 27, 2025

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on May 27, 2025 at 7:01 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, May 22, 2025, and to members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, and Mayor Lisa Schmitt. Absent Council Members: Samuel Sims.

Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt et al.

The motion was made by Brueggeman and seconded by Petersen to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Petersen to approve the minutes of the May 13, 2025 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the Cemetery Board will meet June 10th at 5:15 p.m.; the Library Board will meet on June 11th at 5:15 p.m.; the tree board will meet June 17th at 2:00 p.m.; and the Community Redevelopment Authority (CRA)  is trying to schedule a meeting within the next week or so.

 

STANDING COMMITTEE REPORTS: 

Council member, Brueggeman – gave an update on the tree board meeting. Council member, Bishop –  gave an update on the park and recreation advisory committee meeting. Council member, Petersen – none. Council member, Sims – none.

 

FINANCIALS – Acknowledged as received.

 

PUBLIC COMMENT – Edward Dunn.

Action and Discussion on Presentation by Hometown Agency for 2025-2026 Insurance – Jeff Skeels – Jeff Skeels from Hometown Agency presented an overview of the insurance policy and changes made or options that the City could still make to the policy and answered any questions. A motion was made by Bishop to accept the 2025-2026 insurance from Hometown Agency as presented with the adjustments discussed being made and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Keno Funds Request – Perkins County Post Prom Committee – Carol Cornelius, a representative for the Perkins County Post Prom Committee, presented the Keno Request and answered any questions. A motion was made by Brueggeman to approve the $200.00 request for Keno funds from the Perkins County Post Prom Committee and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Keno Funds Request – Kris Long for City Park Sign Improvements – Kris Long presented the Keno Request for the City Park Sign Improvements and answered any questions. A motion was made by Petersen to approve the $1,000.00 request for Keno funds for the City Park Sign Improvements and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Western Area Power Administration (WAPA or Western) Rocky Mountain Region (RMR) Loveland Area Projects (LAP) and City of Grant for all Entities with LAP Firm Electric Service regarding the Letter Agreement with Suspension of Mt. Elbert Pump-Storage for Pilot Period – Contract Modification – A motion was made by Brueggeman to approve Western Area Power Administration (WAPA or Western) Rocky Mountain Region (RMR) Loveland Area Projects (LAP) and City of Grant for all Entities with LAP Firm Electric Service regarding the Letter Agreement with Suspension of Mt. Elbert Pump-Storage for Pilot Period and authorize the Mayor to Sign and seconded by Bishop.

Action on Bills & Claims – Ace Arbor, grant expense – 650.00; Amazon Capital Services, sports equipment & supplies – 616.50; Arnold Pool Company, pool chemicals – 305.15; Derek Brueggeman, dues & training – 231.98; Eakes Office Solutions, supplies – 195.02; Faber Signs, supplies & repairs – 589.99; Gardener’s Paradise Greenhouse, promotional – 946.99; Goff Services LLC, supplies – 31.98; Grant Community Redevelopment Authority, loan – 125,000.00; MEAN, transmission charge – 107,014.99; MacQueen Equipment Group, supplies – 116.84; Mutual of Omaha, employee benefits – 90.00; Nebraska Department of Environment and Energy, water note payment  – 86,384.66; Nebraska Public Health Environmental, lab & well tests – 30.00; PAR-KAN MWC , dumpster repair – 19,388.40;  Paulsen Inc., supplies – 1,702.65; Potts Electric, supplies & repairs – 480.00; Sandhills State Bank, employee benefits – 555.00; American Funds, retirement – 980.18; Nebraska Department of Revenue, sales tax – 7,346.47; United States Treasury, federal tax withholding – 3,653.72; Overtime Wages 4/27-5/10 – 844.14. Total Bills and Claims $357,154.66.

 

The motion was made by Bishop and seconded by Petersen to approve the Bills and Claims in the amount of $357,154.66.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Bishop, Brueggeman & Petersen reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 8:14 P.M.
