CITY OF GRANT, NEBRASKA

June 24, 2025

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on June 24, 2025 at 7:01 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, June 19, 2025, and to members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call: Present Council members: Kimberly Bishop, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt. Absent Council Members: Andrea Brueggeman.

Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, et al.

The motion was made by Bishop and seconded by Sims to accept the June 24, 2025 agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Bishop to approve the minutes of the June 10, 2025 meeting as presented and waive the reading and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS: Mayor, Lisa Schmitt, announced that the City Superintendent and City Clerk/Treasurer had been awarded scholarships from M.E.A.N to attend the Nebraska League of Municipal Accounting and Finance Conference. The Mayor also stated “The City of Grant has identified an inadvertent clerical billing error related to legal services invoiced by the City Attorney. We are working closely with the City Attorney to quickly correct the error. The City remains committed to transparency, fiscal responsibility, and compliance with all applicable laws governing the use of public funds.”  City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings and events: The Perkins County Chamber will be holding the annual 4th of July events in the Grant City Park on the 4th; the tree board will meet July 8th at 2:00 p.m.; and the Cemetery Board will meet July 8th at 5:15 p.m. The City Superintendent informed the Council that Shelco will be here this week or next week to complete patching prior to the armor coating project. Also, the public works employees are planning  to spray for mosquitoes this week when the weather allows.

Action and Discussion on Letter of Understanding of Services with AMGL, P.C. to prepare the forecast of the City of Grant budget form (September 30, 2024 historical information, September 30, 2025 estimated information, and September 30, 2026 accompanying budget information) – A motion was made by Bishop to accept the Letter of Understanding of Services with AMGL, P.C. to prepare the forecast of the City of Grant budget form (September 30, 2024 historical information, September 30, 2025 estimated information, and September 30, 2026 accompanying budget information) and authorize the Mayor to sign and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Setting a Date, Time, and Place for a Public Hearing on the Proposed 2025-2026 Budget Statement as Referenced by Neb. Rev. Stat. §§ 13-501 through 13-513, Effective November 2020, and Setting an Alternate Date, Time, and Place for Said Hearing – A motion was made by Bishop to set the date, time, and place for a Public Hearing on the Proposed 2025-2026 Budget Statement for September 3, 2025 at 6:00 pm and seconded by Petersen.

The motion was made by Petersen and seconded by Bishop to approve the Bills and Claims in the amount of $25,616.84.

Bishop, Petersen, & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:47 P.M.
