COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
July 8, 2025
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on July 8, 2025, at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, July 3, 2025; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Samuel Sims, and Mayor Lisa Schmitt. Absent Council Members: Tierney Petersen.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt et al.
The motion was made by Bishop and seconded by Brueggeman to accept the July 8, 2025 agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Sims to approve the minutes of the June 24, 2025 meeting as presented and waive the reading and seconded by Bishop.
Roll call vote: Yeas – Bishop & Sims. Nays – none. Abstain – Brueggeman. Yea – Mayor Schmitt. Motion carried.
COMMUNICATIONS City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the library board will meet tomorrow at 5:15 p.m. The City Superintendent informed the Council that the City will be fogging for mosquitoes this week and Shelco is going to start patching streets tomorrow. The Mayor informed everyone that many of the City of Grant Boards need volunteers to fill seats and some of these boards are unable to meet when needed because they do not have a quorum.

Council member, Bishop – none. Council member, Brueggeman – gave an update on the tree board meeting and cemetery board meeting. Council member, Petersen – none. Council member, Sims – none.
*Public Hearing at 7:05 P.M. MST for the Purpose of Reviewing the LB 840 Citizen Advisory Review Committee's Six-Month Report* – The hearing was opened by Mayor Schmitt at 7:05 p.m. Economic Development Director, Derek Brueggeman presented to the council the LB 840 Citizen Advisory Review Committee’s six-month report. The hearing was open to public comments.
The hearing was closed at 7:16 p.m.
ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.
FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Action & Discussion on the City of Grant Capital Improvement for FY 2025-2026 and Beyond – Discussion took place on possible options for capital improvement projects for the FY 2025-2026 budget and beyond. No Action Taken.
Action & Discussion on City of Grant Employee Compensation for FY 2025-2026 – Discussion took place on City of Grant employee compensation for FY 2025-2026. No Action Taken.
Action and Discussion on Amended City Attorney Agreement between the City of Grant and Tawna Holmstedt of the Holmstedt Law Office, P.C., L.L.O. – Discussion took place on the Amended City Attorney Agreement between the City of Grant and Tawna Holmstedt of the Holmstedt Law Office, P.C., L.L.O.
A motion was made by Sims to go into executive session for the prevention of needless injury to the reputation of an individual and to include the Mayor, Council, City Attorney, City Superintendent and City Clerk/Treasurer and seconded by Brueggeman.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Entered Executive Session at 7:57 pm.

A motion was made by Brueggeman to come out of executive session and seconded by Sims.

A motion was made by Sims to accept the amended amount of $275.00 per hour effective July 1, 2025 and to allow the Mayor to sign the amended City Attorney Agreement and seconded by Brueggeman.
