COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

August 26, 2025

 

                Council President Samuel Sims convened a meeting of the Council of the City of Grant, Nebraska in open and public session on August 26, 2025 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, August 21, 2025; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council;  a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Council President Samuel Sims announced the posting of the Open Meetings Act and its location.

Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, and Samuel Sims. Absent Council members: Mayor Lisa Schmitt.

Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to accept the August 26, 2025 agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Petersen to approve the minutes of the August 12, 2025 meeting as presented and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Brueggeman to approve the minutes from the special meeting held August 20, 2025 and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the public hearing on the budget will be held September 3rd at 6:00 p.m.; and the Cemetery Board will meet September 9th at 5:15 p.m. The City Superintendent also informed the Council the armor coating project was completed last week and the last day the pool is planned to be open is August 30th, which is dependent on the weather.

 

STANDING COMMITTEE REPORTS: 

Council member, Brueggeman – gave an update on the tree board meeting. Council member, Bishop –  none. Council member, Petersen – none. Council member, Sims – none.

 

FINANCIALS – Acknowledged as received.

 

PUBLIC COMMENT – none.

 

UNFINISHED BUSINESS:

Action and Discussion on Resolution No. 25-06-04 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Declaring Nuisance Properties (986 Hancock Avenue) – Discussion took place on Resolution No. 25-06-04 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Declaring Nuisance Properties (986 Hancock Avenue).

A motion was made by Bishop to go into executive session for the prevention of needless injury to the reputation of an individual to include the Council, City Attorney, City Superintendent, City Clerk/Treasurer, and Ashley Neiman with West Central Nebraska Development District and seconded by Petersen.  

 Roll call vote:  Yeas – all present. Nays – none. Motion carried.

Entered Executive Session at 7:13 pm.

Exited Executive Session at 7:31 pm.

A motion was made by Brueggeman to come out of executive session and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Petersen to approve Resolution No. 25-06-04 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Declaring Nuisance Properties (986 Hancock Avenue) because of the current contract change and seconded by Bishop.

Roll call vote:  Yeas – all present.  Nays – none. Motion carried.

The Resolution will be published in pamphlet form.

 

Action and Discussion on Resolution No. 25-06-10 Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Declaring Nuisance Properties (400 East 4th Street) – No Action Taken.

 

Action and Discussion on Recommendation from the Park and Recreation Advisory Committee to Move Forward with Updating the Current Ballfield Bathrooms with Lighting, Fixtures, Painting, and General Improvements – A motion was made by Bishop to move forward with the recommendation from the park and recreation advisory committee to move forward with updating the current ballfield bathrooms with lighting, fixtures, painting, and general improvements and seconded by Brueggeman.

Roll call vote:  Yeas – all present.  Nays – none. Motion carried.

 

NEW BUSINESS:

Action and Discussion on Resolution No. 25-08-01, a Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Rescinding Prior Resolution No. 25-06-08, Declaration of Nuisance Properties (807 Hancock Avenue) – A motion was made by Brueggeman to approve Resolution No. 25-08-01, a Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska Rescinding Prior Resolution No. 25-06-08, Declaration of Nuisance Properties (807 Hancock Avenue) and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

The Resolution will be published in pamphlet form.

 

Action and Discussion on Ordinance No. 25-08-01, An Ordinance for the Compensation of All Officers and Employees of the City of Grant for the Fiscal Year of October 1, 2025, Through September 30, 2026; Replace and Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; Providing for the Effective Date (2nd Reading) – Council President, Samuel Sims read the second reading of Ordinance No. 25-08-01 “An Ordinance for the Compensation of All Officers and Employees of the City of Grant for the Fiscal Year of October 1, 2025, Through September 30, 2026; Replace and Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; Providing for the Effective Date.”

 

Action and Discussion on FY 2025-2026 Budget Worksheets – Discussion took place on the FY 2025-2026 Budget. No Action Taken.

The motion was made by Petersen and seconded by Brueggeman to approve the Bills and Claims in the amount of $287,596.19.

Bishop, Brueggeman, Petersen, & Sims reviewed the bills and claims prior to the meeting.

 

Council President Samuel Sims adjourned this meeting of the Grant City Council at 7:52 P.M.
