COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
June 23, 2026
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on June 23, 2026 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, June 18, 2026; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt. Absent Council members: Andrea Brueggeman.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.
The motion was made by Bishop and seconded by Petersen to accept the June 23, 2026 agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Petersen to approve the minutes of the June 9, 2026 meeting as presented and waive the reading and seconded by Sims.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the Library Board would like to meet on July 1st at 5:15 instead of July 8th action will be taken later in the meeting; meetings are being scheduled for the Citizens Advisory Review Board and the Grant Planning Commission for a Conditional Use Hearing; the Cemetery Board will meet on July 14th at 5:15 p.m.; the next City Council meeting will be on July 14th at 7:00 p.m.; and the City Offices will be closed July 3rd to observe July 4th. The City Superintendent informed the council that the Library Director has resigned.

Action and Discussion on Letter of Understanding of Services with AMGL, P.C. to prepare the forecast of the City of Grant budget form (September 30, 2025 historical information, September 30, 2026 estimated information, and September 30, 2027 accompanying budget information) – A motion was made by Bishop to accept the Letter of Understanding of Services with AMGL, P.C. to prepare the forecast of the City of Grant budget form (September 30, 2025 historical information, September 30, 2026 estimated information, and September 30, 2027 accompanying budget information) and authorize the Mayor to sign and seconded by Petersen.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Action and Discussion on Setting a Date, Time, and Place for a Public Hearing on the Proposed 2026-2027 Budget Statement as Referenced by Neb. Rev. Stat. §§ 13-501 through 13-513, Effective November 2020, and Setting an Alternate Date, Time, and Place for Said Hearing – A motion was made by Bishop to set the date, time, and place for a Public Hearing on the Proposed 2026-2027 Budget Statement for September 2, 2026 at 6:00 pm in the City Council Chambers and seconded by Sims.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Action and Discussion on Approval to Move Library Board Meeting from July 8, 2026, to July 1, 2026 – A motion was made by Sims to allow the Library Board to move the monthly July 8, 2026 meeting to July 1, 2026 and seconded by Petersen.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Action & Discussion on City of Grant Employee Compensation for FY 2026-2027 – Discussion took place on City of Grant employee compensation for FY 2026-2027. No Action Taken.
Action on Bills & Claims – A.S.A.P. Express, postage – 40.00; Amazon Capital Services, sports equipment and supplies – 793.32; Black Hills Energy, utilities – 148.88; Golf & Sport Solutions, supplies – 652.00; Guardian, employee benefits – 102.00; High Plains News, advertising – 561.66; J.P. Cooke Company, supplies – 80.05; Ken’s Construction LLC, contract labor – 2,210.00; Municipal Supply, Inc of NE, supplies – 822.17; Nebraska Public Health Environmental, lab & well tests – 85.00; Perkins County Hospital District, dues & training – 1,386.00; Sandhills State Bank, employee benefits – 555.00; Van Diest Supply Co., chemicals – 2,120.00; W.P.C.I., dues & training – 462.00; American Funds, retirement – 1,517.82; Nebraska Department of Revenue, sales tax – 7,232.62; United States Treasury, federal tax withholding – 5,469.33; Overtime Wages 5/31-6/13– 2,040.72; Total Bills and Claims $26,278.57.
The motion was made by Bishop and seconded by Petersen to approve the Bills and Claims in the amount of $26,278.57.

Bishop, Petersen, & Sims reviewed the bills and claims prior to the meeting.
Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:29 P.M.
