COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

MAY 12, 2026

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on May 12, 2026, at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, May 7, 2026; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council;  a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Tierney Petersen, Samuel Sims, and Mayor Lisa Schmitt.

Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt et al.

The motion was made by Petersen and seconded by Brueggeman to accept the May 12, 2026 agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Bishop to approve the minutes of the April 28, 2026 meeting as presented and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – Bishop, Brueggeman, Sims. Nays – none. Abstain – Petersen. Motion carried.

A motion was made by Sims to approve the amended minutes due to a clerical error on the prior meeting minutes from March 24, 2026 and seconded by Brueggeman. (This is correcting the prior March 24, 2026 minutes to read as “A motion was made by Brueggeman to approve the minutes of the March 24, 2026 March 10, 2026 meeting as presented and waive the reading and seconded by Bishop”)

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the tree board will meet tomorrow at 2:00 p.m.; the library board will meet tomorrow at 5:15 p.m.;   the cemetery board will be holding the annual cemetery cleanup on May 16th at 9:00 a.m.; the park and rec advisory committee will meet May 18th at 5:30 p.m. The City Superintendent gave the Council an update on the parking lot project.

 

STANDING COMMITTEE REPORTS: 

Council member, Bishop – none. Council member, Brueggeman – gave an update on tree board meeting. Council member, Petersen – none. Council member, Sims – none.

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged as received.

 

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Action and Discussion on Award of Quotation on the City of Grant’s Property and Casualty Insurance  –

The City of Grant received one quotation on the City of Grant Property and Casualty Insurance from Hometown Agency. Jeff Skeels from Hometown Agency presented an overview of the insurance policy and answered any questions. A motion was made by Petersen to award the quotation on the City of Grant Property and Casualty Insurance to Hometown Agency as presented and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Water Rate Study Conducted by Randy Hellbusch from Nebraska Rural Water Association – The Council reviewed the Water Rate Study conducted by Randy Hellbusch from Nebraska Rural Water Association. A motion was made by Bishop to approve the increased rates Randy Hellbusch has recommended beginning October 1, 2026 and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

Action and Discussion on Interlocal Cooperation Agreement for a Library Funding Arrangement Between Perkins County and the City of Grant Commencing on July 1, 2026 – Discussion took place on the Interlocal Cooperation Agreement for a Library Funding Arrangement Between Perkins County and the City of Grant Commencing on July 1, 2026. A motion was made by Sims to direct the City Attorney to evaluate if there are any necessary changes, recommendations from the Library Board that will have their recommendations delivered to her by email by May 15, 2026 at 9:00 a.m. and bring back the agreement with the changes to the May 26th Council meeting and seconded by Bishop.

Action and Discussion on Resolution No. 26-05-01 Resolution Approving 4% Increase in Electrical Rates for the City of Grant, Nebraska – A motion was made by Bishop to approve Resolution No. 26-05-01 Resolution Approving 4% Increase in Electrical Rates Effective June 1, 2026 and seconded by Petersen.

Action and Discussion on Resolution No. 26-05-02 Resolution Approving Increase in Electrical Billing Surcharge Rate for the City of Grant, Nebraska – A motion was made by Brueggeman to approve Resolution No. 26-05-02 Resolution Approving Increase in Electrical Billing Surcharge Rate Effective June 1, 2026 and seconded by Sims.

Bishop, Brueggeman, Petersen, & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 8:19 P.M.
