COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
April 28, 2026
Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 28, 2026 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 23, 2026; The notice of meeting was also posted in advance at Pinnacle Bank, Grant City Hall, and the U.S. Post Office, and to members of the City Council; a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Kimberly Bishop, Andrea Brueggeman, Samuel Sims, and Mayor Lisa Schmitt. Absent Council members: Tierney Petersen.
Others present: City Superintendent Derek Brueggeman, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.
The motion was made by Brueggeman and seconded by Bishop to accept the April 28, 2026 agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Sims to approve the minutes of the April 14, 2026 meeting as presented and waive the reading and seconded by Brueggeman.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
COMMUNICATIONS: City Superintendent, Derek Brueggeman, informed the Council of the upcoming board meetings: the Tree Board Arbor Day Activities were rescheduled to May 5th at 1:00 p.m.; the Cemetery Board will meet on May 12th at 5:15 p.m.; and the next City Council meeting will be on May 12th at 7:00 p.m. The Tree Board will be holding a Park Clean Up Event on May 2nd at 9:00 a.m. and the Cemetery Board will have the Annual Memorial Day Cemetery Clean Up Event on May 16th at 9:00 a.m. The City Superintendent also informed the council he has been in contact with Midwest Electric on what companies they were looking at for an electric rate study. At this time, a rate increase resolution will be prepared for a future agenda, and research will continue for an electric rate study option for in the future.

Action and Discussion on Acknowledgement of the City of Grant Community Redevelopment Authority Tax Increment Financing Annual Report –Mayor Schmitt acknowledged the Mayor and Council of the City of Grant has received the City of Grant Community Redevelopment Authority Tax Increment Financing Annual Report.
Action and Discussion on Resolution No. 26-04-01, A Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Accepting Fair Parade Duties as set Forth in Neb. Rev. Stat. § 39-1359 – A motion was made by Bishop to approve Resolution No. 26-04-01, A Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Accepting Fair Parade Duties as set Forth in Neb. Rev. Stat. § 39-1359 and seconded by Sims.

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF GRANT, PERKINS COUNTY, NEBRASKA ACCEPTING FAIR PARADE DUTIES AS SET FORTH IN NEB. REV. STAT. § 39-1359
Roll call vote: Yeas – all present. Nays – none. Motion carried.
The Resolution will be published in pamphlet form.
Action and Discussion on Approval of Employee Benefits – Health Insurance Renewal and Health Savings Account Contribution – The City Superintendent presented the Health Insurance Options for Renewal and stated if they had any additional questions for Dan Duren with Benefit Management we could contact him by phone tonight. A motion was made by Bruggeman to approve the Employee Benefits – Health Insurance Renewal with Blue Cross Blue Shield Light H.S.A. Option 2 Health Insurance Plan beginning 7/1/2026 and to continue the annual H.S.A. contribution to the employees at the current rate ($50.00 per month for a single plan and $100.00 per month for a family plan to be paid in semi-monthly pay period installments) and seconded by Bishop.

Action and Discussion on Repair and /or Replacement of the Garbage Truck – City Superintendent, Brueggeman, informed the Council of an approximate timeline and cost of a new garbage truck and needed repairs to the garbage truck. Brueggeman also answered any additional questions the Council had on the garbage truck. A motion was made by Sims to go out for bid for replacement of an engine in the City of Grant garbage truck and seconded by Bishop.

Action on Bills & Claims – A.S.A.P. Express, postage – 20.00; Blue Cross Blue Shield of NE, employee benefits – 9,727.19; Guardian, employee benefits – 102.00; Ken’s Construction LLC, contract labor – 2,300.00; League of Nebraska Municipalities, dues & training – 443.00; Mosel, Tonya, refund – 40.00; Nebraska Public Health Environmental, lab & well tests – 30.00; Sandhills State Bank, employee benefits – 555.00; Sohler, Sydney, refund – 40.00; T.C. Engineering Inc., professional services – 475.00; American Funds, retirement – 1,509.66; Nebraska Department of Revenue, sales tax – 7,576.66; United States Treasury, federal tax withholding – 3,574.20; Overtime Wages 3/29-4/11– 602.48; Total Bills and Claims $26,995.19.
The motion was made by Bishop and seconded by Brueggeman to approve the Bills and Claims in the amount of $26,955.19.

Bishop, Brueggeman, & Sims reviewed the bills and claims prior to the meeting.
