COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

September 24, 2024

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on September 24, 2024 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, September 19, 2024, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Petersen, Sims, and Mayor Schmitt. Absent Council members: Brueggeman.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Petersen and seconded by Bishop to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Petersen to approve the minutes of the September 10, 2024 meeting as presented and waive the reading and seconded by Sims.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Sims to approve the minutes of the September 11, 2024 public hearing as presented and waive the reading and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meeting, the Cemetery Board will meet on October 8th at 5:15 p.m. Dunn informed the council that Mark Bottom, Lisa Schmitt, Jana Turner, Nicole Tjaden and himself met to discuss options to improve the bathrooms at the ballfields.  Dunn gave an update on the economic development conference he attended in Kearney on September 17th called Thriving Communities Conference. Dunn also attended the Western Tree City Celebration on September 19th at Fort Robinson State Park and Dunn and Mr. Forney were present to accept the Community Forestry Award on the behalf of the Educators at Perkins County Schools.  The Award will be presented to the Educators at 1:30 p.m. this Friday during an assembly at the Perkins County Elementary School to the 4th grade teachers, Lindsey Cunningham, Samantha Reimers, Jill Richmond, & Steve Snyder.  Dunn informed the Council he has scheduled a meeting with Tyler Pribbeno with the City of Imperial to discuss what Imperial has been doing with the economic development program. Dunn will be meeting with Amy Thelander and a Nebraska Department of Economic Development representative on the house located at 245 Lincoln. Southwest Nebraska Community Betterment Corporation was awarded the grant that will be used to place a new home on this lot and the current home will be removed in the next month.

UNFINISHED BUSINESS:

Action and Discussion on Ordinance No. 24-08-04, An Ordinance for the Compensation of All Officers and Employees of the City of Grant for the Fiscal Year of October 1, 2024, Through September 30, 2025; Replace and Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; Providing for the Effective Date – City Clerk, Jessie Faber read the third reading of Ordinance No.

24-08-04 “An Ordinance for the Compensation of all Officers and Employees of the City of Grant for the Fiscal Year of October 1, 2024, Through September 30, 2025; Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; and Providing for the Effective Date.”

A motion was made by Sims to approve Ordinance No. 24-08-04 “An Ordinance for the Compensation of all Officers and Employees of the City of Grant for the Fiscal Year of October 1, 2024, Through September 30, 2025; Repealing all Other Conflicting Ordinances and Conflicting Sections of Ordinances; and Providing for the Effective Date.” and seconded by Bishop.  It was noted that the agenda had a typo on the ordinance number, but the correct number was stated in the motion.

NEW BUSINESS:

Employee Recognition – Eric McCormick – 5 Years (September 16, 201) – City Superintendent, Dunn, informed the Council of Eric McCormick’s 5 years of service with the City and Eric was unable to attend the meeting tonight, so we will present him with a certificate at another Council meeting in the future.

 

Action and Discussion on Mayoral Appointment to the Library Board – Penny Lee – A motion was made by Sims to approve the Mayoral appointment of Penny Lee to the Library Board term ending 12/2027 and seconded by Petersen.

Action and Discussion on Resolution No. 24-09-02, a Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Rescinding Prior Resolution No. 24-06-04, Declaration of Nuisance Properties (West 1st Street, PID: 680073175) – A motion was made by Petersen to approve Resolution No. 24-09-02, a Resolution of the Mayor and Council of the City of Grant, Perkins County, Nebraska, Rescinding Prior Resolution No. 24-06-04, Declaration of Nuisance Properties (West 1st Street, PID: 680073175) and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

Action and Discussion on Resolution 24-09-03 A Resolution Setting the Property Tax Request – A motion was made by Sims to approve Resolution 24-09-03 Resolution Setting the Property Tax Request for 2024-2025 fiscal year in the amounts of General Fund for $326,000.00 and the Debt Service for $10,000.00 and the total tax rate to be .380194 per $100 of assessed value and seconded by Bishop.

Action and Discussion on Resolution 24-09-04 A Resolution Approving a 1% Increase in Base Limitation in Restricted Funds – A motion was made by Bishop to approve Resolution 24-09-04 Resolution Approving a One Percent Increase in Base Limitation in Restricted Funds and seconded by Petersen.

Action and Discussion on Interlocal Agreement for Installation and Operation of Automated Plate Readers Between the City of Grant, Nebraska and Perkins County, Nebraska – A motion was made by Bishop to approve the Interlocal Agreement for Installation and Operation of Automated Plate Readers Between the City of Grant, Nebraska and Perkins County, Nebraska and allow the Mayor to sign and seconded by Sims.

Action and Discussion on Solid Waste Disposal Agreement Between the City of Grant, Nebraska, and J Bar J Land, LLC. – A motion was made by Petersen to approve the Solid Waste Disposal Agreement Between the City of Grant, Nebraska, and J Bar J Land, LLC. and allow the Mayor to sign and seconded by Bishop.

The motion was made by Petersen and seconded by Sims to approve the Bills and Claims in the amount of $194,191.45.

Bishop, Petersen & Sims reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:30 P.M.
