COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

July 9, 2024

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on July 9, 2024 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, July 4, 2024, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Petersen, and Mayor Schmitt. Absent Council members: Sims.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, et al.

The motion was made by Brueggeman and seconded by Bishop to accept the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

A motion was made by Petersen to approve the minutes of the June 25, 2024 meeting as presented and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none. Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 5:15 p.m., and the tree board is not going to meet this month.  Dunn informed the Council that Zach Sides will be starting with the City on Monday July 15th.  Dunn gave an update on structural engineering review at the City Park, the paint strippers will be here on Thursday to begin the downtown and various parking areas, The 43rd Army Band – Nebraska National Guard will be here on Friday, July 12th at 7:00 pm for a concert,  the Aeronautical Commission will be holding their meeting on August 9th at the Grant Municipal Airport, the Perkins County Fair will be next week, and we are planning to focus on a few items at the Cemetery this week.

 

*Public Hearing at 7:05 P.M. MT for the Purpose of Reviewing the LB 840 Citizen Advisory Review Committee's Six-Month Report* – The hearing was opened by Mayor, Schmitt at 7:06 p.m.  Economic Development Director, Edward Dunn presented to the council the LB 840 Citizen Advisory Review Committee’s six-month report and was open to public comments. 

The hearing was closed at 7:21 p.m.

 

STANDING COMMITTEE REPORTS: 

Council member, Bishop – none. Council member, Brueggeman – none. Council member, Petersen – none. Council member, Sims – none. City Superintendent, Dunn – gave an update on the cemetery board meeting.

 

 

ENFORCEMENT, SHERIFF & WATER REPORTS – Acknowledged the water report as received.

 

FINANCIALS – The financials are in process and will be reviewed at the next meeting.

Review & Discussion on the City of Grant Capital Improvement for FY 2024-2025 and Beyond – Discussion took place on possible options for capital improvement projects for the FY 2024-2025 budget and beyond. No Action Taken.

 

Review & Discussion on City of Grant Employee Compensation for FY 2024-2025 – Discussion took place on City of Grant employee compensation for FY 2024-2025.  No Action Taken.

 

Action and Discussion on Resolution No. 24-07-01, A Resolution of the Mayor and City Council of the City of Grant, Perkins County, Nebraska, to Approve a Promissory Note for the Grant Community Redevelopment Authority from the Grant Economic Development Fund for the Principal Sum of $125,000.00 – A motion was made by Bishop to approve Resolution No. 24-07-01, A Resolution of the Mayor and City Council of the City of Grant, Perkins County, Nebraska, to Approve a Promissory Note for the Grant Community Redevelopment Authority from the Grant Economic Development Fund for the Principal Sum of $125,000.00 and authorize the Mayor and City Clerk to sign the exhibit and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

Action and Discussion on Resolution No. 24-07-03, A Resolution of the Mayor and City Council of the City of Grant, Perkins County, Nebraska, for the Designation of American Rescue Plan Act (ARPA) Funds – A motion was made by Brueggeman to approve Resolution No. 24-07-03, A Resolution of the Mayor and City Council of the City of Grant, Perkins County, Nebraska, for the Designation of American Rescue Plan Act (ARPA) Funds and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 8:04 P.M.
