Council Minutes - March 16, 2020 Special Emergency Meeting

SPECIAL EMERGENCY MEETING COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

March 16, 2020

 

Mayor Lisa Schmitt convened the special emergency meeting, to address the Coronavirus Disease 2019(COVID-19) and the action plan in the event of a quarantine for the City of Grant, of the Council of the City of Grant, Nebraska in open and public session on March 16, 2020 at 5:30 p.m. Notice of this meeting was given in advance by the City’s designated method for giving notice, posting notices in the City’s three designated location’s late afternoon  March 16,2020, and the local news media Grant Tribune Sentinel was notified of such meeting on March 16, 2020, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, Petersen and Mayor Schmitt.

Others present: City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Bishop and seconded by Petersen to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

NEW BUSINESS:

Local Disaster Declaration – A motion was made by Bishop to accept the Local Disaster Declaration from the Mayor of Grant and seconded by Petersen.

Council member Brueggeman entered the meeting at 5:35 P.M.

Roll call vote:  Yeas – Bishop, Greenwood & Petersen. Nays – none.  Abstain – Brueggeman. Motion carried.

 

Resolution 20-03-04 Resolution of the Mayor and Council of the City of Grant, Nebraska Allowing Discretionary Paid Administrative Leave to Employees During a Local Emergency Declaration – The Council reviewed and had discussion on the Resolution.  A motion was made by Brueggeman to go into executive session to discuss employee matters and for attorney client privilege and to include the Council Members, Mayor and City Attorney and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Entered Executive Session at 5:43 pm.

Exited Executive Session at 6:33 pm.

A motion was made by Bishop to come out of executive session and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried

A motion was made by Bishop to approve Resolution 20-03-04 Resolution of the Mayor and Council of the City of Grant, Nebraska Allowing Discretionary Paid Administrative Leave to Employees During a Local Emergency Declaration with changes as stated: In paragraph five insert “full-time” in front of employees and insert “after the use of 12 sick days and said sick days may go into a negative balance” after administrative leave.  Also in paragraph five and six replace City Superintendent with “Mayor”. The final change is to replace enacted until further notice to “enacted until April 14, 2020” and seconded by Petersen.

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF GRANT, NEBRASKA ALLOWING THE PAID ADMINISTRATIVE LEAVE TO EMPLOYEES DURING A LOCAL EMERGENCY DECLARATION

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Mayor Lisa Schmitt adjourned this special emergency meeting of the Grant City Council at 6:40 P.M.
