SECTION 2-1101:  MEMBERS; TERMS

    A. The Economic Development Committee shall consist of six members.  The city superintendent shall be an ex officio member, and five members shall be appointed by the mayor with approval of the City Council.  Those members shall serve without compensation and shall, insofar as feasible, represent different professions, businesses or occupations in the city.  The appointed members do not necessarily have to be residents of the city but shall have professional businesses or occupations in the city.

 

    B. The terms of the appointed members of the committee shall be three years.  Members shall hold office until their successors are appointed.  Any member may, after a public hearing before the City Council, be removed by the mayor by and with the consent of a majority vote of the council for inefficiency, neglect of duty or malfeasance in office or other good and sufficient cause.  A vacancy on the committee occurring other than through the expiration of term shall be filled for the unexpired term by the mayor.

 

SECTION 2-1102:  MEETINGS

 

    The Economic Development Committee shall hold at least one regular meeting each month.  The committee shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings and determinations.  Such records shall be public records except as authorized or required by state or federal law.

 

SECTION 2-1103:  POWERS; DUTIES

 

    The Economic Development Committee shall research incentives to attract business and methods of promoting the benefits of the city and shall, from time to time, recommend to the mayor and council programs for business development and expansion.  The committee shall have the authority to encourage immigration, new industries, and investment; to conduct and carry on a publicity campaign; and to promote economic development as allowed by Neb. Rev. Stat. §13-315.  The committee shall research business prospects to determine what impact they would have on the city and whether the city should actively pursue them.  Annual budgeting for economic development and this committee shall be made annually by the council pursuant to Neb. Rev. Stat. §13-315.  The committee may expend reasonable funds necessary for its expenses within the confines of such budget but in no case shall any expense be incurred larger than $500.00 without prior approval of the council.

 

SECTION 2-1104:  PLAN DEVELOPMENT

    

    It shall be the function of the committee to develop and recommend to the mayor and council plans for the economic development of the city through expansion of existing businesses and attraction of new businesses.
