Council Minutes - September 8, 2020

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

September 8, 2020

 

                Council President, Andrea Brueggeman convened a meeting of the Council of the City of Grant, Nebraska in open and public session on September 9, 2020 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, September 2, 2020, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Council President, Andrea Brueggeman announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, and Petersen. Absent:  Mayor Schmitt.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Petersen and seconded by Bishop to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Bishop to approve the minutes of the August 25, 2020 meeting as presented and waive the reading and seconded by Petersen.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council of the upcoming board meetings, the library board will meet tomorrow at 7:00 a.m. and the tree board will meet on September 15th at 4:00 p.m. Dunn gave an update on the street closure by the swimming pool and a possible street closure between Garfield and Lincoln on 1st Street around October 15th.  Dunn also stated that he had spoken with CSC Construction and Tom Werblow and they are hopeful that the intersection projects will begin sometime between September 17th and 22nd.  Dunn also informed the Council that the League of Nebraska Municipalities is going to have the Annual Conference virtually this year with sessions during the month of October.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Greenwood – none.   City Superintendent, Dunn – gave an update on the cemetery board meeting.

                                                                                                                        

ENFORCEMENT, GIFT CARD MATCH, LOTTERY, SHERIFF & WATER REPORTS – Acknowledged as received.

 

*7:00 PM Public Hearing on 2020-2021 City of Grant Budget - The hearing was opened by Council President, Brueggeman at 7:11 p.m.  Discussion and public comments took place on the 2020-2021 City of Grant budget and tax request.  The hearing was closed at 7:15 p.m.

 

FINANCIALS –The financials are in process and will be reviewed at the next meeting.

 

PUBLIC COMMENT – none.

 

UNFINISHED BUSINESS:

Action and Discussion on Ordinance No. 20-08-01 Compensation of all Officers and Employees (Final Reading) – City Clerk, Jessie Faber read the third reading of Ordinance No. 20-08-01 “AN ORDINANCE FOR THE COMPENSATION OF ALL OFFICERS AND EMPLOYEES OF THE CITY OF GRANT FOR THE BUDGET YEAR OF OCTOBER 1, 2020 THROUGH SEPTEMBER 30, 2021; REPEALING ALL OTHER CONFLICTING ORDINANCES INCLUDING ORDINANCE NO 19-09-01 AND CONFLICTING SECTIONS OF ORDINANCES; AND PROVIDING FOR THE EFFECTIVE DATE.”

A motion was made by Brueggeman to approve Ordinance 20-08-01 Compensation of all Officers and Employees and seconded by Petersen.

Roll call vote:  Yeas – Bishop, Brueggeman & Petersen. Nays – Greenwood.  Motion carried.

The Ordinance will be published in pamphlet form.

 

NEW BUSINESS:            

Action on Resolution 20-09-01 Setting the Property Tax Request – A motion was made by Brueggeman to approve Resolution 20-09-01 Setting the Property Tax Request and seconded by Bishop.

Roll call vote:  Yeas –Bishop, Brueggeman & Petersen. Nays – Greenwood.  Motion carried.

Action on Resolution 20-09-02 Approving a 1% Increase in Base Limitation in Restricted Funds –

A motion was made by Petersen to approve Resolution 20-09-02 approving a one percent increase in base limitation in restricted funds and seconded by Brueggeman.

Action on Resolution 20-09-03 Adopting the Annual Appropriations Bill – A motion was made by Brueggeman to approve Resolution 20-09-03 Adopting the Annual Appropriation Bill and seconded by Bishop.

Council President, Andrea Brueggeman adjourned this meeting of the Grant City Council at 7:25 P.M.
