COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

April 14, 2020

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 14, 2020 at 7:02 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, April 8, 2020, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and Governor’s Executive Order No. 20-03 and its location.

Roll call:  Present Council members:  Brueggeman, Greenwood, Petersen, and Mayor Schmitt. Present Council members via Zoom videoconference: Bishop, per Governor’s Executive Order No. 20-03.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to approve the agenda as presented.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the March 10, 2020 meeting and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the March 24, 2020 meeting and waive the reading and seconded by Bishop.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS: City Superintendent, Edward Dunn informed the Council the City Offices will be closed to observe Arbor Day on April 24th.  Dunn let the Council know that the white marks on the street are areas that will be patched.  At this time it is hopeful that the asphalt plant will be opened at the end of April and to possibly begin patching two weeks from the opening of the plant.  Dunn informed the Council the swimming pool bids opening had been pushed back to April 23rd and will be opened in a Zoom meeting.  The details on the opening will be sent out to the Council and possible quorum notices with attendance instructions will be posted.

 

STANDING COMMITTEE REPORTS: 

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Greenwood – none.   City Superintendent, Dunn – gave an update on the cemetery board meeting.

                                                                                                                        

ENFORCEMENT, WATER, SHERIFF, & LOTTERY REPORTS – Acknowledged as received.

 

FINANCIALS – Were sent out today and will have on the next Council meeting for questions.

*Public Hearing on Perkins County Fairboard Inc. DBA Perkins County Fairboard, Class I Liquor License Application at 7:00 PM MST – The hearing was opened by Mayor Schmitt at 7:15 p.m.  Discussion took place on Perkins County Fairboard Inc. DBA Perkins County Fairboard Class I Liquor License Application and was open to public comments.  The hearing was closed at 7:20 p.m.

 

Action and Discussion on Perkins County Fairboard Inc. DBA Perkins County Fairboard Class I Liquor License Application – A motion was made by Petersen to approve the Perkins County Fairboard Inc. DBA Perkins County Fairboard Class I Liquor License Application and recommend the application and allow Clerk to sign and seconded by Bishop.

Roll call vote:  Yeas – Bishop, Brueggeman, & Petersen. Nays – Greenwood.  Motion carried.

 

Action and Discussion on Resolution No. 20-04-01 Resolution Adopting and Approving the Execution of an Agreement to Waive Receipt of the Non-Primary Entitlement Funds Apportioned to the Grant Municipal Airport in Fiscal Year(s) 2017 and Transferring These Funds to Another Nebraska Airport – A motion was made by Brueggeman to approve Resolution No. 20-04-01 Resolution Adopting and Approving the Execution of an Agreement to Waive Receipt of the Non-Primary Entitlement Funds Apportioned to the Grant Municipal Airport in Fiscal Year(s) 2017 and Transferring These Funds to Another Nebraska Airport and seconded by Petersen.

 

RESOLUTION NO. 20-04-01

RESOLUTION ADOPTING AND APPROVING THE EXECUTION OF AN AGREEMENT TO WAIVE RECEIPTS OF THE NON-PRIMARY ENTITLEMENT FUND APPORTIONED TO THE GRANT MUNICIPAL AIRPORT IN FISCAL YEAR(S) 2017, AND TRANSFERRING THESE FUNDS TO ANOTHER NEBRASKA AIRPORT.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

 

Action and Discussion on Resolution No. 20-04-02 Resolution of the Mayor and Council of the City of Grant, Nebraska Approving the Mayor to Suspend any Disconnects of the Electrical, Water, Sewer, and Trash Systems of Customers Within the Corporate Limits of the City of Grant, Nebraska Including the One (1) Mile Extraterritorial Jurisdiction (ETJ), Providing an Effective Date and Termination Date (Subject to Extension) – A motion was made by Brueggeman to approve Resolution No. 20-04-02 Resolution of the Mayor and Council of the City of Grant, Nebraska Approving the Mayor to Suspend any Disconnects of the Electrical, Water, Sewer, and Trash Systems of Customers Within the Corporate Limits of the City of Grant, Nebraska Including the One (1) Mile Extraterritorial Jurisdiction (ETJ), Providing an Effective Date and Termination Date (Subject to Extension) and seconded by Petersen.

An amendment to the motion was made by Brueggeman to also include waive late fees during the time frame on the written payment plan and to allow during April 15, 2020 to May 31, 2020 and seconded Petersen.

 

RESOLUTION NO. 20-04-02

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF GRANT, NEBRASKA APPROVING THE MAYOR TO SUSPEND ANY DISCONNECTS AND/OR WAIVER OF LATE FEES OF THE ELECTRICAL, WATER, SEWER, AND TRASH SYSTEMS OF CUSTOMERS WITHIN THE CORPORATE LIMITS OF THE CITY OF GRANT, NEBRASKA INCLUDING THE ONE (1) MILE EXTRATERRITORIAL JURISDICTION (ETJ), PROVIDING AN EFFECTIVE DATE AND TERMINATION DATE (SUBJECT TO EXTENSION).

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

Action and Discussion on Arbor Day Proclamation – A motion was made by Petersen to accept the Arbor Day Proclamation and seconded by Brueggeman.

The motion was made by Brueggeman and seconded by Petersen to approve the Bills and Claims in the amount of $177,787.96.

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:55 P.M.
