Council Minutes - March 24, 2020

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

March 24, 2020

 

                Mayor Lisa Schmitt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on March 24, 2020 at 7:09 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, March 18, 2020, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. 

Mayor Lisa Schmitt announced the posting of the Open Meetings Act and Governor’s Executive Order No. 20-03 and its location.

Roll call:  Present Council members:  Bishop, Brueggeman, Greenwood, and Mayor Schmitt. Present Council members Via GoToMeeting telephonically : Petersen, per Governor’s Executive Order No. 20-03.

Others present:  City Superintendent Edward Dunn, City Clerk/Treasurer Jessie Faber, City Attorney Tawna Holmstedt, et al.

The motion was made by Brueggeman and seconded by Petersen to approve the agenda as presented.

              Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Brueggeman to approve the minutes of the February 25, 2020 meeting and waive the reading and seconded by Petersen.

              Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

A motion was made by Petersen to approve the minutes of the March 16, 2020 special emergency meeting and waive the reading and seconded by Bishop.

              Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Superintendent, Edward Dunn informed the Council of upcoming board meetings, the library board will meet on tomorrow at 7:00 a.m. for a special meeting and the library board will meet on April 8, 2020 at 7:00 a.m. for a regular scheduled meeting.  Dunn informed the Council that currently the Hazard Mitigation Plan is being worked on and a first round process is due by April 6th.  Dunn also gave an update on the pool project and potential grants for the pool project.

Council member, Petersen – none. Council member, Bishop – none. Council member, Brueggeman – none. Council member, Greenwood – none.

Action and Discussion on Service Contract with MCS (Airport Engineering Company) to conduct easement survey for AWOS at Grant Municipal Airport – A motion was made by Brueggeman to accept the service contract with MCS to conduct easement survey for AWOS at Grant Municipal Airport and authorize the Mayor to sign and seconded by Petersen.

Roll call vote:  Yeas – Bishop, Brueggeman & Petersen. Nays – Greenwood.  Motion carried.

 

Action and Discussion on Resolution 20-03-05 A Resolution of the Mayor and Council of the City of Grant, Nebraska Allowing Paid Administrative Leave to Employees in the Event of a Quarantine – A motion was made by Bishop to approve Resolution 20-03-05 A Resolution of the Mayor and Council of the City of Grant, Nebraska Allowing Paid Administrative Leave to Employees in the Event of a Quarantine and seconded by Petersen.

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF GRANT, NEBRASKA ALLOWING THE PAID ADMINISTRATIVE LEAVE TO EMPLOYEES DURING A LOCAL EMERGENCY DECLARATION

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

 

Action and Discussion on Resolution 20-03-06 A Resolution of the Mayor and Council of the City of Grant, Nebraska Enacting the Guidelines of the Federal Families First Coronavirus Response Act, Effective April 2, 2020 – A motion was made by Bishop to approve Resolution 20-03-06 A Resolution of the Mayor and Council of the City of Grant, Nebraska Enacting the Guidelines of the Federal Families First Coronavirus Response Act, Effective April 2, 2020 with the Amendment to add #3 Subheading Any Further Amendments to the FFCRA shall be adopted by the City of Grant thereafter and seconded by Brueggeman.

RESOLUTION 20-03-06

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF GRANT, NEBRASKA ENACTING THE GUIDELINES OF THE FEDERAL FAMILIES FIRST CORONAVIRUS RESPONSE ACT, EFFECTIVE APRIL 2, 2020

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

The Resolution will be published in pamphlet form.

The motion was made by Brueggeman and seconded by Bishop to approve the Bills and Claims in the amount of $152,048.65.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Bishop, Brueggeman, & Greenwood reviewed the bills and claims prior to the meeting.

 

Mayor Lisa Schmitt adjourned this meeting of the Grant City Council at 7:42 P.M.
